深圳特区主干道高速公路上发生了一起抢劫案，劫匪在客车里浇满了汽油，威逼乘客交出钱财。混乱中客车发生爆炸，司机和一名老人当场死亡，劫匪抢走了一只手提箱。此案震惊中国内外，东平市决定成立成立全国唯一一支交警队伍中的刑警中队--雷霆纵横大队刑警中队，来对付日益猖獗的路霸团伙。 丢失手提箱的人没有报案，劫匪在高速公路继续做案与警察发生冲突，劫匪一死一伤，受伤的劫匪在转院途中被人杀死。但警方却掌握了路霸团伙的线索，不料路霸团伙的成员一个接一个地死掉，最后连团伙头目也被人杀死并肢解。案件陷入了僵局，警方的注意力又重新回到了那只没报案的箱子上。The TARDIS lands in London on Christmas Eve, 1851 and almost immediately the Doctor hears his name being called.
