尽管不情不愿，但还是受托就职于市役所福祉课的牧野聪美（桥本爱），突然有一天，她将受命接手社会工作者的工作，直面接受公共救助的人群。看着聪美忐忑不安，经验丰富的山川鼓励聪美，说这是一份很有意义的工作。于是聪美怀着满心的迷茫，与同事小野寺淳一（增田贵久）一起与接受公共救助的人群打交道。但几日后，一套公寓失火，公寓内发现山川被杀，横尸在火灾现场。那个被公共救助者喜爱的山川为什么被杀？周围的人也开始产生疑虑，认为山川可能和什么违法勾当有关。聪美和小野寺被卷入了笼罩着城市的违法阴影和围绕着公共救助的各式各样的人的人生轨迹中。。We take our liberties for granted.
