A scientist performing illegal stem cell research is trying to find a cure for cancer. After the transfer of shark cells is made into a human test subject, the ill man gets well again and it looks like the treatment was a success. But the experiment goes wrong, and the man transforms into monster: half-shark & half-human. But the scientist knows how to use this to his advantage...。查尔斯德莱弗斯逃离了精神病院，并试图杀死首席检察官贾可克劳。他一开始就不成功，所以他采取了另一种策略，即建立世界末日机器，要求其他人杀死贾可克劳，不然德莱弗斯将使用这台机器来摧毁整个城市甚至整个国家。在全球各地的22名刺客的追踪下，克劳决定独自寻找德莱弗斯，并把他捉回精神病院。。
