故事发生在清光绪二十六年，一日甘军巡逻队的一个小头目酒后枪杀了德国公使克林德，洋人以此为由找到了强占中国的借口。八国联军大举入侵中国，慈禧闻风仓皇西逃。李鸿章等受命与入侵者议和，签订了丧权辱国的《辛丑条约》，德国人索赔重金并要求光绪皇帝亲赴德国负罪道歉。慈禧又怒又怕，决定让一位皇族王爷替光绪皇帝赴命出使。。An ambitious newspaper reporter (Dick Powell), eager to scoop the competition, wishes he could know the news before it happens. A mysterious old man (John Philliber) grants the reporter that power, even as he cautions against using it.
